Mexico car rental insurance, explained

Liability cover is required by law and the counter will ask for it. It is often missing from the low weekly price a booking site shows.

The short answer

Third-party liability insurance is required by law on every vehicle in Mexico, and the rental counter will require it. It is often missing from the low weekly price a booking site shows. For December 5 to 12, 2026 at Cancun airport, three companies that state liability is included showed 7-day totals of $186.76, $198.21 and $204.18. The cheapest headline on DiscoverCars for the same week was $59.63, with no liability listed.

What Mexico requires

Third-party liability, or TPL, is required by law on all vehicles in Mexico. Rental cars are no exception. Enterprise's Cancun page says liability insurance bought on third-party travel websites, and insurance that comes with US credit or debit cards, "are not acceptable forms of coverage."1

Some Cancun companies include liability in the price they show. Some do not. So the first thing to learn about any quote is whether liability is in it.

Mexico's consumer agency, PROFECO, issued a car rental alert on July 27, 2026. It told renters to check that the company's contract is registered with PROFECO, ask what the insurance covers, and keep copies.3

Why your booking site's "full coverage" doesn't count at the counter

A broker's "full coverage" is an excess reimbursement policy. You pay the rental desk first, then claim the money back later. It is not a Mexican liability policy, so it does not replace the liability the counter requires.

That means you can arrive with "full coverage" on your booking and still be asked to pay for local liability. Enterprise's page names liability bought on third-party travel websites as coverage it does not accept.1

Credit card coverage: what it does and doesn't do

Some credit cards cover collision damage (CDW) on rentals. That cover is separate from liability. The counter will still require local liability, and Enterprise's page says insurance that comes with US credit or debit cards is not an acceptable form of it.1

If you rely on your card for collision and decline the counter's collision cover, expect a larger hold on that card. Read your card's terms before you travel so you know what it covers.

Deposits and card holds

The hold on your card depends on which cover you take. If you decline the local cover and show other proof, Enterprise holds about $2,500 USD.1 Travelers on Trustpilot reported holds of $4,060 at one Cancun company in December 2025.2 The $59.63 DiscoverCars headline came with a $3,465 deposit.

Ask for the deposit amount two ways, with the counter's collision cover and without it. Then make sure your card's limit can carry that hold alongside the rest of your trip.

The three totals that include liability sit close together. The headline price is the outlier, and it is the one with no liability listed.

Before you book

  1. Ask whether third-party liability is in the price you were quoted.
  2. Ask for the deposit with the counter's collision cover and without it.
  3. Get the total in writing before you pay.
  4. Check that the company's contract is registered with PROFECO.
  5. Photograph the car at pickup.
  6. Keep every receipt and a copy of the contract.
